Kathmandu, June 26: A third of the people kept under detention in different jails across the country are below 18 years of age.
According to a study carried out by the Advocacy Forum, one thousand three hundred and fourteen out of the 3,773 people kept in 57 detention cells in 20 districts are below 18 years of age. Three hundred and eighty-four of them are women and 930 men.
Among those interviewed in connection with the study, 22.3 per cent of the detainees said that they were subjected to torture and other inhumane abuse and assault, said Kapil Adhikari, Coordinator of the Forum.
Similarly, children were found to have suffered torture and other forms of mistreatment to a greater degree this year. The study report shows that 34.7 per cent of the children interviewed for the study said they were the victims of torture and abuse.
Speaking at a programme organized to disseminate the findings of the study here on Tuesday, Forum Director Dr. Haribansha Tripathi, alleged that the government was a silent spectator in what he termed ' the practice of organized torture'.
The report titled 'Nepal: Government Incompetent or Apathetic to Prevent and Investigate into Torture Cases?', enumerates the major failures of the government to formulating legislation establishing torture as criminal offence and concludes that the existing mechanism is inadequate for protecting the victims, investigating into torture cases, and monitoring and persecuting the perpetrators.
